Career Officials Gustong Ipag-resign si Cayetano

No less than the career officers at the Department of Foreign Affairs (DFA) want Secretary Alan Peter Cayetano for gross incompetence that led to the diplomatic row with Kuwait.

According to a Philippine Star report published Wednesday (May 2), the Union of Foreign Service Officers (UNIFORS) sent a letter to President Rodrigo Duterte seeking the resignation of Cayetano and his appointees in the DFA.

UNIFORS described Cayetano in the letter as “a liability to the Duterte administration” due to his “gross incompetence,” as shown by the diplomatic row with Kuwait.

“Having no vision on foreign policy, Cayetano and his top aides miscalculated Kuwaiti reaction to the controversial rescue missions of distressed Filipino housemaids. This blunder has resulted in the expulsion of our Ambassador to Kuwait, Rene Villa, who was declared persona non grata by the government,” the letter read.

The career officers said the removal of Cayetano and his appointees from the DFA will “spare the Philippines from further diplomatic embarrassments.”

They said there was “widespread belief that the Kuwaitis will not resume talks with the Philippines as long as Cayetano is the DFA Secretary.”

The Kuwaitis were angered over the release of a video showing Philippine embassy officials rescuing a Filipina maid.

According to career officials, it was Cayetano’s appointee, DFA Undersecretary for Migrant Workers Affairs Sarah Lou Arriola, who authorized the controversial rescue missions and have videos of them uploaded on Facebook.

UNIFORS said the rescue missions conducted by the Rapid Response Teams (RRT) sent by Arriola to Kuwait “brought havoc to Philippine-Kuwaiti ties.”
